County Manager's Biography
With 29 years of experience in the public, private, and non-profit sectors, Howard N. Tipton began serving as Brevard's County Manager in September 2009. He previously served as Deputy County Administrator for Orange County, FL; Chief Administrative Officer for the Orange County FL Clerk of Courts, and President and Chief Operating Officer for Team Classic Golf Services. He has an extensive background of support for community organizations and is currently on the United Way Board of Directors for Brevard County.
Mr. Tipton graduated with a B.S. from James Madison University (1981) and a Masters in Public Administration from the University of Central Florida (1990). He also attended the Senior Executive Program at Harvard's John F. Kennedy School of Government. He has received the "Credentialed Manager" designation from the International City/County Manager's Association (ICMA).
Howard has been married to his wife Marion for 26 years and they have two children.
Powers and Duties
The County Manager is the head of the executive branch of County Government, and is responsible to the Board of County Commissioners for the proper administration of all affairs of County Government not otherwise entrusted to an elected County officer. The Manager attends all regular and special meetings of the Board of County Commissioners and has the right to participate in its discussions.
