RATE SCHEDULE FOR BAREFOOT BAY WATER AND SEWER DISTRICT

Initial application for water/sewer service for new units being constructed must be made through the Brevard County building permitting process. Applications for service for existing residences, facilities or buildings should be made through the Barefoot Bay Water and Sewer District office. All capacity charges and connection fees shall be collected in advance of service, or prior to issue of C.O.

Reclaimed Water Service


Water Connection Charge (Effective October 1, 2007 )

Residential: $275.00 per ERC (150 GPD)

All others: $1.85 per gallon per day

All new applications for service at a new location shall pay, in advance, a plant capacity charge of $275.00 per residential customer. A non-residential customer shall pay $1.85 per gallon per day, based upon the customer's average daily water usage of the highest three (3) consecutive months of the year, or some other acceptable standard, but not less than $275.00. An ERC for this system is defined as 150 GPD.

To determine the estimated daily flow for non-residential customers, the utility will use historical flow data of like establishments. In the absence of historical information, the utility shall use the amount provided by Chapter 64E-6 of the Florida Administrative Code (FAC).

Unless otherwise determined by the utility, historical flow data shall be used in lieu of estimated flow data.

Refund of deposits – After a residential customer has had continuous service for a period of 12 months, BCUSD shall refund the customer’s deposit provided the customer has not in the preceding 12 months:

(a) made more than one late payment,

(b) paid with a check refused by a bank,

(c) been disconnected for non-payment, or

(d) tampered with the meter or used service in a fraudulent or unauthorized manner.

If a customer does not provide payment by the delinquent date, the outstanding balance, delinquent charge, and a new deposit will be required.

Monthly Charges For Water Service (Effective October 1, 2008)

RESIDENTIAL SERVICE

Availability - Water service in accordance with this rate schedule is available throughout the Barefoot Bay Water and Sewer District's service area in Brevard County, Florida.

Applicability - This rate schedule is applicable to individual family residences. Also, water service is available under this schedule to multiple-family structures, state-licensed mobile home parks and mobile home subdivisions where separate service connection and meter is installed for each family unit supplied with water service. Each such family will be separately billed.

Limitations - Subject to all Rules and Regulations of the Barefoot Bay Water and Sewer District.

TERMS OF PAYMENT

Bills are due and payable when rendered and become past due if not paid before the next billing cycle. Service may be discontinued when the bill becomes delinquent, 10 days after the past due date.

Additional Clauses - Water and sewer charges are billed concurrently and payment for sewer service only is not acceptable to the District without concurrent or simultaneous payment of the water charge. Non-receipt of total charges may result in discontinuance of service.

When the Utility Services Director determines that circumstances beyond the control of the

customer have resulted in a water bill that is significantly burdensome, upon the request of the

customer, the water bill of a single family residential customer may be adjusted. The use of

system water for irrigation supply shall be deemed within the customer’s control.

Definitions

Account Set-up Charge: A charge levied for service initiation at a location where service did not exist previously, or for transfer of service to a new customer account at a previously served location.

After Hours Service Activation Charge: A charge levied to activate water service outside of normal business hours (8 a.m. – 5:00 p.m., Monday – Friday).

Re-activation Charge: A charge for re-activation of service, after de-activation at the customer’s request.

Delinquent Charge: A charge levied after water account becomes delinquent (normally 41 days after billing).

Meter Replacement/Test Charge: A charge levied upon the replacement of a meter at the customer’s request.

Reconnection of Service for the Same Customer: Service will be discontinued at customer's request. Where service is to be restored at the same premises to the same customer, the customer will pay to the utility a sum equal to 100% of the minimum bill for each billing period during which service was discontinued, plus a $15.00 re-activation charge. All prior indebtedness must be paid before service will be restored.

Connection

  1. The initial annual charge shall be payable at the time application for sewer service is made. Subsequent charges shall be payable annually from the date of the initial payment, for as long as sewer capacity is to be reserved, as provided in applicable Brevard County regulations.
  2. A one-time application fee of $100.00 is payable at the time application for sewer service is made.
  3. Any land development in which a reclaimed water distribution system has been constructed in accordance with the Brevard County Water and Wastewater System Criteria shall receive credit for the sanitary sewer capacity reservation charge.

Sewer Connection Charge

Residential $1,400.00 per ERC (150 GPD)

All others $9.33 per gallon per day.

All new applications for service at a new location shall pay, in advance, a plant capacity charge of $1,400.00 per residential customer. A nonresidential customer shall pay $9.33 per gallon per day, based upon the customer's average daily water usage of the highest three (3) consecutive months of the year, but not less than $1,400.00. An ERC for this system is defined as 150 GPD.

All major users of Brevard County Reclaimed Water shall be Governed by Individual Reclaimed Water Agreements.


Pool Fill Creditspool

The Utility Services Department allows a sewer credit for the filling of a swimming pool. Please make your request in writing, or by Downloading the form and faxing it to 772-664-5916, or by sending an E-mail to the Utility Services Department within thirty (30) days of the date of filling the pool.

  • Credits for filling swimming pools are limited to one (1) per customer in a twelve (12) consecutive month period.
  • Once the request has been received, the department will calculate an average sewer bill based on the consumption of the four months previous to the filling of the pool. If there is no consumption history prior to the filling of the pool, the department will use the four months subsequent to the filling.
  • Once the average sewer bill has been calculated, the department will credit the difference between the average bill and the actual bill containing the pool fill to the next available sewer bill.
  • Since the sewer rates are capped at 6,000 gallons, no credits will be issued for average bills over 6,000 gallons.
  • Failure to pay the actual sewer bill in anticipation of the credit could result in termination of water service.

Water Service Leak Credits

dripping waterThe Utility Services Department allows a sewer credit for a water service leak that does not result in water entering the sewer system. Please make your request in writing to the Utility Services Department within sixty (60) days of the occurrence of such a break or leak.

 

  • Customers must provide a plumber’s bill for the service line repairs, or certify that he/she has performed repairs which are available for inspection.
  • Once the request has been received, the department will calculate an average sewer bill based on the consumption of the four months previous to the water line break. If there is no consumption history prior to the leak, the department will use the four months subsequent to the leak.
  • Once the average sewer bill has been calculated, the department will credit the difference between the average bill and the actual bill containing the leak to the customer’s next available sewer bill.
  • If the leak has occurred over a period of time, the credit is be limited to two months. Failure to pay the actual sewer bill in anticipation of the credit could result in termination of water service.

Payment Extensions

The Utility Services Department will grant one (1) payment extension per customer per twelve (12) month period for payment of the monthly bill.

  • The extension will be limited to no more than seven (7) days, and the request must be made prior to the scheduled date for termination of service.
  • Under unusual circumstances, the department may authorize a special payment schedule for impact fees.
  • To be eligible for a special payment schedule, request must be made in writing at least thirty (30) days prior to the due date for the impact fee.
