The Brevard County Land Development office is pleased to offer a Transportation Impact Fee Deferral Program that is designed to assist individuals and developers promote affordable housing. The Land Development office has partnered with the Housing and Human Services Department to directly administer the deferral of up to 100% of the Transportation Impact Fee. The Transportation Impact Fee Deferral Program affects all municipalities in Brevard County excluding the cities of Melbourne, Melbourne Village and Palm Bay. The deferral is offered in the form of a lien on the property, which is not due and payable until sale of the property.

Eligible income applicants may receive assistance with their transportation impact fee for new construction in the form of a deferred lien on the property.

  • Assistance amounts determined by household size and household income.
  • Each eligible applicant must complete an application to determine eligibility.
  • Each eligible applicant must adhere to maximum purchase price limits.

  • First Time Home Buyers

Eligible Property Requirements

  • Must be a residential unit(s) solely dedicated to the housing of persons to live, cook and/or sleep on a permanent basis.
  • Must be located in Cape Canaveral, Cocoa, Cocoa Beach, Indialantic, Indian Harbour Beach, Malabar, Melbourne Beach, Palm Shores, Rockledge, Satellite Beach, Titusville and West Melbourne.

Process

  • Upon receipt of a building permit, eligible applicants may apply to Housing and Human Services for deferral.
  • Once eligibility is determined an Award Letter will be issued to eligible applicants.
  • Eligible applicants agree to sign a Claim of Lien prior to Certificate of Occupancy.
  • The Claim of Lien must be recorded within three(3) days of closing.
