----------------------------------------------------------2008-2009 CAPER Report----------------------------------------------------------Public Notice and Comment Period forTropical Storm Fay Disaster Recovery Funding ApplicationNOTICE IS HEREBY GIVEN that the Brevard County Housing and Human Services Department is applying for Tropical Storm Fay Disaster Recovery Funding from the State Department of Community Affairs in the amount of $6,546,571. These funds will used for eligible Community Development Block Grant (CDBG) Program activities that are directly related to the Disaster.
Brevard County intends to utilize the funds in the following manner:
County-wide Rental Housing Activities: $916,520 Brevard County Drainage Improvement Projects: $3,707,000 City of Melbourne Drainage Improvement Projects: $1,391,613 City of Cocoa Drainage Improvement Projects: $367,774 Administration $163,664
Please note that the budgeted amounts are estimates only and are subject to change and contingent on the Brevard County Board of County Commissioners approval. Comments should be submitted to Brevard County Housing and Human Services Department, 2725 Judge Fran Jamieson Way, Suite 103, Viera, Florida, 32940. --------------------Request for ProjectsFunding Opportunitiesfor Tropical Storm Fay Community Development Block Grant (CDBG) The Brevard County Housing and Human Services Department is seeking projects from local municipalities for funding under the Tropical Storm Fay CDBG program. A total of $5,466,387 in funding is available. Federal requirements limit the use of these funds to assistance for infrastructure and public facilities and commercial revitalization directly related to disaster relief, long-term recovery and mitigation, all projects must have a completion timeframe of two-years. All project submissions must include the following information: Project(s) defined by Service Area(s); service area description (including maps, photos and other documentation); project budget; documented proof of Tropical Storm Fay damage; environmental review; project timeline; documentation that no other funding is available for the project(s). Service areas must benefit 51% LMI residents. If the service area has previously been identified as income eligible, the documentation must accompany the application. If service area is not located in a LMI census tract or has not previously been identified as 51% or below LMI, supporting data/documentation must accompany application showing proof of income eligibility, either through the use of a survey or through the use of current Census Bureau data such as American Community Survey,(2000 Census Bureau data will not be accepted). If multiple projects are submitted, a separate service area description, project budget and income eligibility documentation is required for each project or segment. Multiple projects must be prioritized by the submitting entity. This will allow phases to be considered for funding if funds are not available for the total project. Applications are due no later than Monday, November 30, 2009 at 3:00 p.m. and should be submitted at the Housing and Human Services Department, 2725 Judge Fran Jamieson Way, Bldg. B, Rm. 106, Viera, Florida 32940. Applicants shall submit 1 original and 10 copies of the application. Applications which do not contain all of the required information will be deemed incomplete and not considered for funding. NOTICE IS HEREBY GIVEN that the Brevard County Housing and Human Services Department is applying for Neighborhood Stabilization Program 2 grant funding from the Federal Department of Housing and Urban Development in the amount of $23,500,000. If awarded, these funds will be used for the acquisition, rehabilitation, sales, and rental of foreclosed properties in the following areas of Brevard County: Mims, Port St. John, Cocoa, West Cocoa, Rockledge, Central Merritt Island, Melbourne and West Melbourne, and South Brevard (excluding the City of Palm Bay). Grantees eligible to receive funds under the Homelessness Prevention and Rapid Re-Housing Program (HPRP) are required to complete a substantial amendment to their Consolidated Plan 2008 Action Plan. This form sets forth the required format for this substantial amendment. A completed form is due to HUD within 60 days of the publication of the HUD HPRP notice.
