Brevard HOME Consortium Consolidated Plan and Annual Action Plan
The Five Year Consolidated Plan identifies and prioritizes affordable housing and community development needs and outlines a comprehensive and coordinated strategy for addressing those needs over the next five years. It is a collaborative initiative whereby a community establishes priorities for its housing, community development, homeless and economic development activities. The Consolidated Plan covers the five year period from 2016–2020 and serves numerous community planning functions. There will be a 30 day public comment period from July 5, 2016 to August 5, 2016, at 5:00 PM for the Consolidated Plan, Annual Action Plan and the proposed use of funds.
Additionally, on an annual basis, the Brevard HOME Consortium (“Consortium”), which consists of Brevard County (as the Lead Agency) and the cities of Titusville, Cocoa, Melbourne and Palm Bay, must prepare an Annual Action Plan using the goals and priorities established in the Five Year Consolidated Plan. The Annual Action Plan provides an implementation guide for the broad goals and priorities outlined in the Five Year Consolidated Plan. Consortium members work together to develop strategies on how HOME funds and other identified resources will be utilized to assist very low income, and low income households in achieving decent, safe, and affordable housing.
Each Consortium member formulates its own separate CDBG Annual Action Plans. Within their respective jurisdictions, each will spend CDBG funds promoting safe neighborhoods, capital improvements, economic development, public services, improvements for public housing and the homeless, as well as providing other housing assistance programs.

Community-Based Organization Funding And...
The Brevard County Board of County Commissioners announces that it is seeking qualified agencies to provide Community Based Public Services. The purpose of this Request for Proposal (RFP) is to provide services to Brevard County residents, consistent with Brevard County Board of County Commissioners (BOCC) approved plans and strategies. Funding for the RFP requests shall be provided through Brevard County’s Community Based Organization (CBO) program administered by the Brevard County Housing and Human Services Department. The Brevard County Board of County Commissioners is interested in funding a wide range of services for the residents of Brevard County. Programs should contribute to a continuum of care that is comprehensive and consistent with the priorities approved by BOCC. The priorities are included in the RFP.
Interested agencies that meet the eligibility criteria and have an eligible activity are invited to submit a proposal no later than Tuesday, June 28, 2016, 11:00 A.M. Responses to the RFP must be received at the Brevard County Housing and Human Services Department, 2725 Judge Fran Jamieson Way, Building B, 1st Floor, Viera, Florida, 32940.
All agencies are hereby placed on notice that that they are not to contact members of the Brevard County Board of County Commissioners or staff, with the exception of the designated liaisons; Lesley Singleton, Contract Supervisor and Linda Graham, CDR Supervisor. Late proposals will not be accepted and will be returned unopened to the submitter. The official time clock will be the date stamp and clock located in the Housing and Human Services Department. Brevard County reserves the right to revise and/or limit the scope of services and to reject any/or all proposals. NOTICE OF TECHNICAL ASSISTANCE WORKSHOPS
COMMUNITY BASED ORGANIZATION APPLICANTS:
NOTICE IS HEREBY GIVEN that the Brevard County Housing and Human Services Department will be conducting two (2) Technical Assistance Workshops on the 2016/2017 Community Based Organizations (CBO) Request for Proposal (RFP). The workshops will be held on June 13, 2016 and June 14, 2016, from 9:30-11:30 a.m. in the Florida Room, Bldg. C-3rd Floor at the Viera Government Center.
Technical Assistance will be provided regarding the preparation of CBO RFP Applications and questions will be answered that agencies may have regarding the CBO process.
ATTENDANCE TO AT LEAST ONE WORKSHOP IN ITS ENTIRETY IS MANDATORY FOR ALL AGENCIES APPLYING FOR THIS FUNDING.

Public Notice of Local Government Contribution for Florida Housing Finance Corporations Request for Application Cycles
The Brevard County Board of County Commissioners (BOCC) c/o Housing and Human Services Department is pleased to announce the issuance of an open RFP for local government contribution(s) utilizing HOME Investment Partnerships (HOME)/State Housing Initiatives Partnership (SHIP) program funds available to successful proposals meeting the County's selection criteria who will comply with the rules and regulations of the HOME/SHIP programs.
This is an opportunity for non-profit and/or for-profit housing developers who desire to undertake property acquisition, new construction, rehabilitation, and infill for the purpose of creating or preserving affordable housing in Brevard County through the Florida Housing Finance Corporation's (FHFC) Request for Application (RFA) cycles for tax credits, State Apartment Incentive Loan (SAIL) funds, and/or revenue bonds.
Funding is subject to availability. Brevard County reserves the right to reduce, amend, and/or rescind funding at any time prior to the final award and approval of any contract or agreement by the BOCC.
Completed proposal packages will be accepted from the date of issuance of the applicable RFA until no later than twenty-one (21) business days prior to the applicable RFA due date. Proposals submitted electronically or by facsimile will not be accepted.

FUNDING AVAILABILITY FOR PUBLIC SERVICE ACTIVITIES
Community Development Block Grant Program (CDBG-PS) 2016-2017
The previously scheduled application deadline of May 4, 2016 for the CDBG Public Services Request for Proposal has been changed. The new date is May 11, 2016. The review meeting date of proposals by the CDBG Advisory Board has been changed from June 21, 2016 to June 7, 2016. Any questions should be directed to Alan Woolwich at (321) 633-2076.
The Brevard County Board of County Commissioners Housing and Human Services Department is announcing that approximately $177,756.00 in CDBG Public Service funding will be available for fiscal year 2016-2017. Grants are available to local organizations through a Request for Proposal (RFP) application process. The CDBG Program’s primary objective is to provide funds to local programs that meet the identified needs of the 2010-2016 Consolidated Plan, and to improve the quality of life in low and moderate-income neighborhoods, identified by the County as “Neighborhood Strategy Areas.”
A Mandatory Technical Assistance Meeting for all prospective applicants will be held from 10:00 AM to 12:00 PM on Friday, April 15, 2016, at the Brevard County Government Center located at 2725 Judge Fran Jamieson Way, Building “B”, Magnolia Room, 1st Floor, Viera, FL 32940.
A Second Technical Assistance Meeting for those unable to attend the April 15, 2016 meeting will be held from 10:00 AM to 12:00 PM on Friday, April 22, 2016, at the same location and address above.
The purpose of the Technical Assistance Meeting is to provide information on the CDBG-PS Grant requirements and the RFP application process. Applicants must attend and sign in at one of the technical assistance meetings in order to be eligible to submit a proposal application.
