Nearly 44,000 cubic yards of debris have been collected in Brevard County as a result of Tropical Storm Fay, and standard waste collection will resume next week. Disaster recovery and debris management companies Ashbritt and Crowder-Gulf are collecting the remainder of the storm-related debris this week. TROPICAL STORM FAY DEBRIS REMOVAL CONTINUES

More than 31,000 cubic yards of debris have been collected so far in Brevard County as a result of Tropical Storm Fay, and crews are still working seven days a week, from 7 a.m. to 7 p.m., to continue the debris removal effort. Two disaster recovery and debris management companies, Ashbritt and Crowder-Gulf, are working to collect storm-related debris while the county's usual solid waste company, Waste Management, continues to collect garbage, recycling, and small piles of yard waste. In the unincorporated area of Brevard from the Pineda Causeway north to SR46, as well as the City of Cape Canaveral, Ashbritt currently has 21 trucks collecting debris in the following areas:
Port St. John: north and south of Fay, west of Grissom, west of US1
Port St. John: west of I-95
Port St. John: south of Kings Highway, east of Grissom
Titusville/Mims: Barna Avenue, Ford Road, Dairy Road, Turpentine Road, Tomato Farm Road
Cocoa: North Indian River Drive, Williams Point
Merritt Island: North Tropical Trail, Horseshoe Bend
Merritt Island: South Tropical Trail, South Banana River Drive, south of SR520
Merritt Island: east of Courtenay Parkway

DISASTER RECOVERY CENTER IN MELBOURNE TO CLOSE SUNDAY

ORLANDO - One of Brevard County's three Disaster Recover Centers (DRCs) will close Sunday at 6 p.m., state and federal recovery officials announced.

The DRC served individuals, households and businesses affected by Tropical Storm Fay and continued flooding. Two centers remain open in Brevard County (503 N. John Rodes Blvd. in Melbourne and another at the Agricultural Center, 3695 Lake Drive in Cocoa). Registered applicants can visit any DRC for help. Survivors can also stay in touch with a recovery specialist by using the FEMA Helpline option at 800-621-FEMA (3362) or the TTY line for the deaf, hard of hearing and speech impaired at 800-462-7585 from 7 a.m. to midnight daily until further notice. On the Web, disaster information remains available 24 hours a day at www.fema.gov. BUSINESS RECOVERY CENTER OPENED TODAY IN MERRITT ISLAND

MERRITT ISLAND, Fla. - The United States Small Business Administration has opened a Business Recovery Center at Brevard County's Merritt Island Service Complex today to help businesses impacted by Tropical Storm Fay. "Due to the amount of physical and economic losses caused by Tropical Storm Fay in Florida, we want affected businesses to have a resource where they can meet individually with SBA representatives and find out how a low-interest disaster loan can help them recover," said Frank Skaggs, director of SBA Field Operations Center East. The Business Recovery Center, and Merritt Island Service Complex, is located at 2575 North Courtenay Parkway, Room 130 in Merritt Island. It will be open from 8 a.m. to 5 p.m., Monday through Friday, until further notice. Businesses of any size, as well as non-profit organizations, may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery, equipment, inventory, or other business assets. The SBA also offers mitigation loans to disaster victims based on 20 percent of the verified physical damage. These funds are designed to help borrowers pay for protective measures to minimize damages of the same kind in the future. For small businesses, and most private non-profit organizations, the SBA offers Economic Injury Disaster Loans to help meet working capital needs, such as ongoing operating expenses. This assistance is available regardless of whether the business suffered any physical property damage. Interest rates for businesses can be as low as 4 percent with terms up to 30 years. Loan amounts and terms are set by the SBA and are based upon each applicant's financial condition. Business owners unable to visit the Disaster Recovery Center may obtain an application by calling 1-800-659-2955, Monday through Friday from 8 a.m. to 9 p.m., and Saturday and Sunday from 9 a.m. to 6 p.m. or by visiting www.sba.gov/services/disasterassistance. The deadline to return applications for physical damage is October 27.

PRECAUTIONARY BEACH ADVISORY LIFTED

The "Precautionary Advisory" for the beach access point at the end of Caribe Drive in Cape Canaveral has been lifted. The drainage pump system has been discontinued and bacteriological testing conducted on September 4 confirms that the water quality in the area is good. There are currently no precautionary beach advisories at this time. Bacteriological survey results for monitored coastal beaches are posted at www.Floridashealth.com/beachwater .

The "Precautionary Beach Advisory" remains active at the beach access point at the end of Caribe Drive. The drainage pump system has been discontinued, but the bacteriological sampling results have not yet been received for clearance.     PRECAUTIONARY BEACH ADVISORY ISSUED

    The Brevard County Health Department has issued a precautionary advisory for the following beach areas located in Cape Canaveral due to emergency stormwater relief needs resulting from Tropical Storm Fay and Tropical Storm Hanna: Jetty Park, beach access point located at the end of Caribe Drive and the beach access points located at the end of Harbor Drive. Two temporary drainage systems have been installed in these areas to alleviate flooding caused by excessive rains brought by back-to-back tropical events. The drainage systems (each consisting of a flexible drainage pipe and a pumping station) will pump stormwater from residential areas into the Atlantic Ocean. Due to stormwater drainage, the water quality potentially might not meet the criteria for fecal bacteria adopted by the Florida Department of Environmental Protection and U.S. Environmental Protection Agency. This indicates that water contact may pose an increased risk of disease, particularly for susceptible individuals. Therefore, as a precaution, we advise not swimming at Jetty Park and the public beach access points located at the end of Caribe Drive and Harbor Drive until a bacteriological survey shows that the beaches are safe. Bacteriological survey results will be completed after the discharge systems have been removed.     REMINDER - TURN OFF AUTOMATIC SPRINKLER SYSTEMS

    Following the recent storm events, Brevard County inspectors observed a number of sprinkler systems operating in areas where the ground was saturated and stormwater systems overwhelmed. Many homeowners have automatic timers on their sprinkler systems. Brevard County is asking residents to assist following significant rainfall events by turning off sprinkler systems until needed to avoid adding additional water to areas already full to capacity.

    RESIDENTS REMINDED TO REPORT STORM DRAIN BLOCKAGES

    During this active hurricane season, residents are asked to become familiar with the stormwater system in their neighborhoods: where the stormwater drains are located, where there could be problems, who is responsible for maintenance, and how to contact them. To prevent flooding, residents should make sure storm drains are free of debris so water can drain freely.

    Blockages should be reported to the appropriate authority: homeowners association, a city Public Works department or the Brevard County Public Works Department. County contacts are:

  • North area -- from the Volusia County line south to Viera Boulevard, on the mainland: call 321-264-5084

  • Central area - All of Merritt Island and south to the Pineda Causeway on the beaches: call 321-455-1389

  • South Area -- from Viera Boulevard to the Indian River County line on the mainland, and from Pineda Causeway south to the Sebastian Inlet on the beaches: call 321-255-4310

  • Being proactive can reduce potential problems when storm events occur.

    Stormwater management systems are typically designed for a 25-year storm, and extreme events can overwhelm the capacity of any system. Even if the system is operating properly, it may take days to drain, due to inundation of surrounding areas. If flooding occurs during a declared emergency, please report the situation to the Emergency Operations Center at 321-637-6690.

    Roads and Bridges Announces Road Closure

    Brevard County Roads and Bridges has advised that the area of Legay Street and Mantis Drive in Cocoa has been closed due to a failure in the supporting ground along side the roadway.

    This affects the residential area north of the Brevard Community College/UCF campus on Michigan Avenue.

    Motorists are requested to remain out of the affected area if possible and to utilize Granville Street to enter or exit this residential area only if necessary.

    Cocoa Disaster Relief Center is Operational

    The Disaster Relief Center (DRC) opened yesterday at the Agriculture Center (3695 Lake Drive) in Cocoa, is open and staffed today from 8:00 a.m. through 6:00 p.m.


    This center will offer assistance to storm victims from the Federal Emergency Management Agency (FEMA), the State of Florida, governmental organizations and local non-governmental agencies. The following agencies will be represented: FEMA, SBA Disaster Assistance, Department of Children and Families, ACCESS Connection (Florida), Veterans Affairs, Elder Affairs, United Way, Salvation Army, Florida SERT (State Emergency Response Team), Crisis Intervention Team, Disaster Unemployment and Workforce Services, and the Brevard Long-term Recovery Coalition.


    Residents can register for federal disaster assistance by calling 1-800-621-FEMA (3362) or TTY 1-800-462-7585 or visiting www.fema.gov on line. The registration line is open daily from 8 a.m. to 6 p.m.

    Disaster Recovery Center Relocation

    The Disaster Recovery Center located at Barefoot Bay at 935 Barefoot Bay Boulevard will be closed as of Friday afternoon, August 29, 2008 at 6 p.m. A new Disaster Recovery Center will open on Friday, August 29th at 8:00 a.m., to serve residents in the north Melbourne and central Brevard area. The John Rodes Disaster Recovery Center is located at 503 North John Rodes Blvd. Melbourne, Florida. The physical location will be in a large white tent in the parking lot on the east side of John Rodes Blvd. This center will offer assistance to storm victims from the Federal Emergency Management Agency (FEMA), the State of Florida, governmental organizations and local non-governmental agencies.     FEMA AWARDS INDIVIDUAL ASSISTANCE

    Brevard County has received notification that the Federal Emergency Management Agency has amended its major disaster declaration to include the Individual Assistance program for those in Brevard County impacted by Tropical Storm Fay. The Individuals and Households Program is intended to help homeowners and renters affected by the disaster with housing needs and necessary expenses. Disaster Legal Services helps low-income victims get legal services to meet their disaster-related needs. Assistance typically provided by local lawyers includes help with insurance claims for doctor and hospital bills, loss of life or loss of property, preparing new wills and other legal papers lost in the disaster, help with home repair contracts and contractors and advice on problems with landlords. Disaster Unemployment provides financial assistance to individuals whose employment or self-employment has been lost or interrupted as a direct result of a major disaster declared by the president. Disaster unemployment is not available to people who are eligible for regular unemployment insurance benefits (under any state or federal law). Crisis Counseling Assistance provides services to disaster victims to help relieve grieving, stress or mental health problems caused by or aggravated by the disaster, both immediate and long-term. Residents who have sustained damage as a result of Tropical Storm Fay should contact both their insurance company and FEMA. Registration should be made at 1-800-621-FEMA.

    BOIL WATER ALERT – IMMEDIATE RELEASE

    A “Boil Water” alert is now in affect for residents experiencing the loss of water services in the Frontenac area. Earlier this morning, a water main at the intersection of Broadway and U.S Highway 1 was damaged. Water service should be available to those residents, however officials are recommending that those affected by the earlier outage take the following precautionary action:

    Water should be brought to a rolling boil for at least one minute. Further disinfecting action includes adding 8 drops (1/8 of a teaspoon) of unscented household beach per gallon and repeating the boiling process.

    As an alternative, bottled water should be used.

    PRECAUTIONARY BEACH ADVISORY

    Health Department Issues Precautionary Advisory for Brevard County Beaches.

    Tropical Storm Fay may have damaged infrastructure in the area resulting in possible septic and sewage system spills and overflows. Beach water contact may pose an increased risk of disease, particularly for susceptible individuals. There may also be debris on beaches and in water that could cause injury.

    Therefore, as a precaution, we advise not swimming at Brevard County beaches until a bacteriological survey shows that the beaches are safe and the county beach managers can assess the debris/injury potential. Bacteriological survey results should be completed by August 27, 2008.

    GARBAGE/LANDFILL STATUS

    Garbage Collection

    Garbage collection has been affected by Tropical Storm Fay. As of Thursday morning for those that have placed their garbage to the curb, the City of Titusville will continue to collect until the trucks are full. After the trucks are full, collection will be suspended due to the county transfer facilities being closed. In the unincorporated area of north Brevard, garbage will not be collected.

    The Mockingbird yard waste facility in Titusville is open for collection; however the transfer facility in Titusville is closed until further notice.

    STATUS UPDATE

    Latest reports are that Tropical Storm Fay is centered 20 miles southeast of Daytona Beach with 60 mph sustained winds and 2 mph forward movement. Tropical storm-force winds are predicted to exit Brevard around 6 p.m. today. A flood warning is in effect for Brevard County through late Friday.

    As of 6 a.m., there were 10,200 homes or businesses without power.

    There are currently 134 people and 26 animals in shelters; the majority of them are at Sherwood Elementary.

    Numerous roads in Cocoa, Melbourne and Palm Bay are impassable due to flooding; however, these are surface streets and not major thoroughfares. The flooding has receded somewhat in the south end of the county overnight, but as the storm moves north, more problems are expected in the north end of the county.

    NEW SHELTER OPENED; SEWAGE CONCERNS; SCHOOLS CLOSED TOMORROW

    Due to flooding in the West Melbourne subdivision of June Park, the Melbourne subdivision of Lamplighter Village and the Lake Washington area in Melbourne, another shelter has been opened to house those residents who wish to voluntarily evacuate. That shelter is at Sherwood Elementary School, 2541 Post Road, in Melbourne. The National Guard has troops in the area to assist people in this voluntary evacuation.

    Brevard County beachside residents from Pineda Causeway to Driftwood Plaza (just south of Melbourne Beach) are asked to limit their water usage to personal hygiene only. Because of Tropical Storm Fay, the sewage system is overwhelmed due to flooding and is overflowing in numerous locations. Please limit activities such as laundry and dishwashing.

    Due to the lingering effects of Tropical Storm Fay, including severe flooding in some neighborhoods and areas adjacent to schools, Brevard Public Schools will remain closed Thursday, August 21.     STATUS UPDATE
    Brevard County is under a tropical storm warning and a flash flood warning. Latest projections for Tropical Storm Fay show that it is predicted to leave the Brevard County area around 5 p.m. on Thursday. There are currently 5,500 Florida Power & Light customers without power countywide. There are 81 people in shelters, with the majority of them at the South Mainland Community Center in Micco. Victor Road in West Cocoa is barricaded to drain the standing water. Stratford Drive and Hathaway Drive are blocked for traffic. There was some flooding in that area last night but it has receded. There is standing water at several locations in the county, including Parkway & Wickham, Aurora & Wickham, SR192 & John Rodes, and Fiske & I-95 southbound. The westbound entrance to the Pineda Causeway at A1A is closed due to standing water there. Traffic signals are out at Faye Boulevard and US1, and Viera Boulevard and US1. Crews are on scene to repair them. In the meantime, please remember to treat all non-functioning signals as a four-way stop. SERT (State Emergency Response Team) and FEMA (Federal Emergency Management Agency) representatives are here and will work with the County to do preliminary damage assessment. There will be no garbage pick-up in unincorporated areas of the county today. Space Coast Area Transit is reassessing when their routine bus routes will resume. Kennedy Space Center Visitor Complex is closed today, and Kennedy Space Center is closed until tonight.

    The neighborhood in and around Stratford Drive and Hathaway Drive in Cocoa is currently experiencing flooding. Approximately 25-30 homes are in the affected area. Residents in the vicinity of Stratford Drive and Hathaway Drive are being asked to voluntarily evacuate do to rising water. The outlook is for continued rainfall throughout the night and tomorrow. The Walter Butler Community Center, located at 4201 N. U.S. Highway 1, is available for sheltering.

    Some homes in West Melbourne have experienced flooding inside up to 4 inches. These include homes on Milwaukee Ave and Illinois Avenue.

    Canaveral Port Authority is reporting that there has been wind damage to “Ryan’s Pub” on Glen Cheek Boulevard. Damage estimate is not available at this time.

    Brevard County Sheriff’s deputies arrested three men for looting. The looting is storm related and happened in Barefoot Bay.

    Space Coast Area Transit (SCAT) has announced all bus service is cancelled until noon on Wednesday the 20th.

    Florida Power and Light’s last update – 6pm numbers are that about 6,000 people in Brevard County are without power.

    Brevard County currently has 79 people using county shelters.

    Brevard County government and Brevard Supervisor of Elections offices will be closed tomorrow, and all non essential personnel should not report to work. All non-essential personnel of the Brevard County Sheriff’s Office should also not report to work. All Brevard County Community College campuses and child care centers will remain closed on Wednesday, August 20th, from 6:00 a.m. through 5:00 p.m. Evening classes will meet as scheduled on all campuses. All Brevard County Health Department clinics, offices, and the Children’s Medical Services will be closed tomorrow. Essential-duty staff should report as assigned.     BREVARDIANS REMINDED OF ANIMAL SAFETY GUIDELINES
    ROCKLEDGE, Fla. – Due to the approach of severe weather associated with Tropical Storm Fay, Brevard Animal Services and Enforcement will open a pet shelter at the Melbourne Greyhound Park to support citizens who choose to evacuate. Pets being brought to this facility will need to have collars, pet carriers and any medications or special dietary supplies. Items accompanying pets brought to the Greyhound Park should be clearly marked with the owners name, address and contact phone number. Owners are advised that pets should be reclaimed from the Greyhound Park within 48 hours of the “all clear” notice. All pet owners are advised to take precautions with regards to animal safety during this storm event. Companion animals should be brought indoors, and no pets should be tied or confined outside without proper shelter. Large animal owners should use suitable barns or appropriate pasture areas clear of debris without overhead power lines. Citizens are advised that during this type of event, wildlife may be driven to seek shelter and can encroach on patios, garages or carports. Unless they present a clear threat to public health and safety, they should be left alone and they will return to normal habitat as soon as the threat ends.     ROCKLEDGE, Fla. – The Brevard County Emergency Operations Center is currently at a Level 2 (partial) activation but will go to a Level 1 (full) activation tomorrow at 6 a.m. Residents who are registered with the Special Needs program and live in manufactured housing will be contacted this afternoon regarding shelter status and to arrange for transportation to designated shelters. Shelters will open on Tuesday morning for residents of manufactured homes:

  • Cuyler Park Community Center, 2329 Harry T. Moore Avenue, Mims
  • Walter Butler Community Center, 4201 N. Cocoa Blvd., Cocoa (Sharpes)
  • Our Lady of Grace Church, 300 Malabar Road, Palm Bay
  • South Mainland Community Center, 3700 Allen Avenue, Micco

  • The shelters will open at 7 a.m., with the exception of Our Lady of Grace, which will open at 9 a.m. No evacuation orders are anticipated.     BREVARD DECLARES STATE OF EMERGENCY, PLANS TO OPEN SHELTERS FOR MANUFACTURED HOME RESIDENTS
    ROCKLEDGE, Fla. – The Brevard County Emergency Operations Center is currently at a Level 2 (partial) activation and is monitoring the storm situation. Residents who are registered with the Special Needs program and live in manufactured housing will be contacted this afternoon regarding shelter status and to arrange for transportation to designated shelters. Shelters in Mims, Sharpes, Palm Bay, and Micco will be opened on Tuesday morning for residents of manufactured homes. No evacuation orders are anticipated. A local state of emergency has been declared, allowing the county to quickly respond to needs of citizens, reassign personnel, and deploy vehicles, trucks, and equipment to respond. A State of Emergency allows the government to act more quickly than it can during non-emergency times. Residents are encouraged to begin clearing their property of lawn furniture, garbage cans, and other items that could potentially become hazards when picked up by the wind. Emergency Management Director Bob Lay will hold a briefing 1:00 p.m. today at the Emergency Operations Center. This briefing will be televised live on Space Coast Government TV (Bright House channel 199) and on WBCC-TV (broadcast channel 68).
